Dr Sam Amadi

Dr Sam Amadi is a successful legal practitioner, politician and administrator whose life is built on the values of integrity. He holds LLB (University of Calabar), Barrister of Law (BL) (Nigerian Law School), Masters in Public Administration (Harvard), and Doctor of Juridical Science (Harvard Law School).

Dr Amadi was Chairman and Chief Executive Officer of the Nigerian Electricity Regulatory Commission (NERC), Chairman, Senate Technical Committee on Competition and Consumer Protection Law in Nigeria, Chairman, Senate Technical Committee on the Reform of Transport Sector, Member, Presidential Committee on the Reform of Public Service in Nigeria (PCRPS) (2010-2012), He has a wealth of political experience. He was Special Adviser, Research and Strategy to the Senate President (2005-2007), Special Assistant to the Minister of Foreign Affairs (2007-2009); Member, Presidential Committee on Rebranding Nigeria (2007-2009); Member, Eminent Policy Group to advise the Yaradua/Jonathan Administration on Nigeria’s listing as a country of interest in the war against terrorism, 2009. He undertook several innovations in policy and governance. Notably:

  • Competition and Consumer Protection Law in Nigeria (lead the production and passage by both Houses for the first time since 1999)
  • National Transportation Commission (NTC) bill (passed by the National Assembly). This law revolutionizes the transport sector for private sector investment and efficient operation
  • Operational Code for Regulatory Agencies in Nigeria (a draft code of governance for regulatory agencies in Nigeria to ensure transparency and accountability)
  • Lead consultant Police Reform to make the police accountable and administratively efficient. Produced a new Police Act (2004-2005)
  • Undertook the first litigation on prison accountability to ensure the human rights of prisoners
